I followed your instructions to the letter and everything installed without problem. I have an old phpbb3 forum and a new e107 install.
e107 doesn't recognise that there are 300 forum users. It only displays the Admin account and the user I created

Please install e107bb 3.1.t1, it fixes you problem.

actually it doesn't as I know other users who had the same issue with the latest version. However installing alt_auth first then e107bb does seem to correct the alt auth plugin. this should be corrected in the readme .

Don't use the alt_auth plugin with e107bb 3.1.t1... You really don't need to do that.

The only problem you may have is: e107bb-3-1-support-f19/topic551.html
